As a combat veteran, Patrick played pivotal roles in both Afghanistan and Iraq, where his leadership and strategic acumen were instrumental in mission success. Stephen Tegge, MAJ, USA Retired, Vice President of PM13 Defense Solutions

Blending 20 years of distinguished service across the USMC and the US Army, Stephen Tegge‘s career is a testament to his unique leadership style, strategic thinking, and a deep commitment to national defense. His multifaceted experience encompasses operational infantry, elite training, and Army acquisition, making his journey a compelling narrative of big-picture thinking and novel problem-solving in many domains.

From leading infantry and armor troops in combat zones and in the Army’s Maneuver Captains Career Course (MCCC) Maneuver Center of Excellence to his role as an Army acquisition officer, Steve’s impact has been pivotal in the organizations in which he has served. His contributions as a Program Manager in the Ground Combat Vehicle initiative and his innovative work at TARDEC (now Ground Vehicle Systems Center) underscore his unique ability to navigate and lead complex defense projects. His work on one of the Phase 2 Army OMFV contracts brought this experience together as he effectively led a large cross functional team of subcontractors as part of Keshik Mobile Power Systems.

In the halls of one of the Army’s premier Officer Education programs (MCCC), Steve’s expertise and unorthodox style in teaching planning, doctrine, and tactics helped him to hone the skills and critical thinking of a segment of the next generation of military leaders. His extensive network within the Department of the Army, spanning operational, R&D, and acquisition spheres, along with his grasp of Army processes and strategy, positions him as an invaluable asset in the defense sector.

At PM13 Defense Solutions, Steve’s visionary approach continues to drive innovation and strategic partnerships, further solidifying PM13’s reputation as a leader in defense consulting. Following his infantry service, Steve transitioned to Army Acquisition where he learned program management on the Ground Combat Vehicle Program and as a Special Project Officer for the Tank Automotive Research, Development and Engineering Center (TARDEC) – now GVSC.

He transitioned to civilian life in 2015 where he joined Pat Maloney as a consultant with PM13 Consulting, where, in addition to helping companies do business with the DoD, they created a concept for a vehicle that would later become a successful bid for the Army’s OMFV program.

Jim Blackburn

Brigadier General (R) Blackburn is the senior consultant for PM13 Consulting and also serves as the Board Director for Defience Systems Incorporated.

He previously served as the CEO of Keshik Mobile Power Systems, and the Executive Vice President of Mistral Inc. in Bethesda MD. Brigadier General Blackburn retired in 2017 after 31 years of Active Federal Commissioned Service as an Armor and Cavalry officer leading soldiers in war zones from every rank, Lieutenant through Brigadier General.

He is a 1986 Distinguished Military Graduate from the University of Pittsburgh and holds a Master of Science Degree in National Security from the U.S. Naval War College, and a Masters of Strategic Studies from the U.S. Army War College.

Ladd Shephard

Ladd Shepard, Senior Program Manager at PM13 Defense Solutions

Ladd Shepard’s Marine Corps career was marked by distinguished service, where his leadership and strategic insight were instrumental across a spectrum of critical roles. An Infantry and Light Armored Reconnaissance Officer by trade, Ladd’s operational deployment experience included a western Pacific Marine Expeditionary Unit, the United Nations Mission in Ethiopia and Eritrea, and multiple combat deployments in Iraq and Afghanistan, as well as an advisory deployment to the United Arab Emirates Presidential Guard Reconnaissance Command.  His exemplary tenure in the Marine Corps, from recruiting, training, and leading Marines in peace and war, to advising foreign partners in counter-IED, reconnaissance, and capability development, to serving in Headquarters Marine Corps as a capability developer and as the advocate for the Light Armored Reconnaissance community, to navigating crisis management at the highest levels during COVID, set a precedent for operational excellence and innovative problem-solving.

In his current role at PM13 Defense Solutions, Ladd leverages his subject matter expertise in mobility, armored vehicles, lethality, sensors, communications, test activities, logistics, and defense acquisition processes to support several clients navigate an optimum path through the complex defense industry and military acquisition landscape to provide warfighters what they need to dominate in future operating environments. As a contributor to a US Army Optionally Manned Fighting Vehicle (OMFV) team, Ladd deftly steered the Lethality Integrated Product Team to develop a revolutionary architecture for the lethality suite which enabled the reduced crew to sense, make sense, and affect the operating environment more rapidly while autonomously managing large data sets to enable cooperative engagements and provide situational awareness across the common operational picture. His stalwart leadership ensured project deliverables met, or exceeded, the rigorous performance specifications demanded by the US Army. His adept management skills, deep understanding of military requirements, and technology awareness drive the team’s success in strategic business initiatives.

Ladd is a retired Marine Corps lieutenant colonel who has been consulting within the Defense industry since his military retirement in 2021.

Ladd served and commanded in multiple light armored reconnaissance battalions and billets throughout his 30-year career retiring from Headquarters Marine Corps Plans, Policies, and Operations where he was the Light Armored Reconnaissance Advocate and Deputy Director of the Marine Corps Crisis Action Team.
Military Expertise
He also served as the Commanding Officer, Marine Corps Recruiting Station Portland, the Counter Improvised Explosive Device cell officer-in-charge to the Polish Military Contingent in Afghanistan, and the Senior Advisor to the United Arab Emirates Presidential Guard Reconnaissance Command.

Ladd is a graduate of North Carolina State University with a BA in Political Science, a distinguished graduate of the Marine Corps University with a Masters of Military Studies, and a Department of Defense Level C Requirements Manager.

Mike Skok

Michael Skok, Chief Operating Officer at PM13 Defense Solutions

Michael Skok, a distinguished leader and proud Army veteran, brings over 13 years of exemplary service as a Cavalry Officer in the United States Army, with combat deployments to both Iraq and Afghanistan. Graduating from the United States Military Academy at West Point in 2006, Michael’s military journey exemplifies dedication, leadership, and operational excellence.

 Throughout his early military career, Michael held key leadership positions, including Troop Commander and Operations Officer, where he directed and managed the operational, training, logistical, and personnel actions of over 100 personnel in dynamic and challenging environments. His exceptional leadership skills fostered trust and collaboration, resulting in improved security and governance in areas of operation.

 As Course Director and Instructor at the Maneuver Captains Career Course, Michael played a pivotal role in preparing military officers for command, staff, and leadership positions. His innovative teaching techniques and strategic insights enhanced comprehension and performance, earning him recognition for mentoring, curriculum development, and creative teaching methods. Always one for looking into the future, he developed and taught a Future of Warfare elective that quickly became one of the most popular seminars at MCCC. During his MCCC tour, Michael attended Auburn University and earned a master’s in business administration. Following this tour, the Army selected Michael to attend the US Air Force Air Command and Staff College where he earned a master’s in Military Operational Art and Science.

 Later, he was responsible for day-to-day operations of US Army forces in Eastern Europe. His area of responsibility stretched from Estonia in the north, to Greece in the south. During this time he coordinated significant logistical and operational movements, to include the near simultaneous transition of four brigades in and out of the area of responsibility. Upon his return to US, he oversaw readiness and training for an Army Division, achieving one of the highest readiness rates in the Army.

 Transitioning from military service to the defense industry, Michael has continued to excel in project management and program development roles. He led modeling and simulation experimentation for the Army’s premier battle lab, assessing operational effectiveness of AI-controlled drone swarms as well as advanced combat platforms, and infantry units. Then, as a Senior Program Manager at Keshik Mobile Power Systems, he coordinated vehicle design efforts and managed complex initiatives while competing in the U.S. Army’s Optionally Manned Fighting Vehicle Program, demonstrating his ability to lead diverse teams and deliver results in high-pressure environments.

 In his current role as Chief Operating Officer at PM13 Defense Solutions, Michael leverages his extensive military experience and academic background to drive operational excellence and innovation. His passion for leading cross-functional teams and creating meaningful change makes him a valuable asset to the organization and the defense community as a whole.

 Beyond his professional achievements, Michael is a devoted husband and father of four, sharing his passion for martial arts and the outdoors, particularly Jiu Jitsu and gardening, with his family.

Mike Skok

He’s served as a platoon leader in Iraq, cavalry troop commander in Afghanistan, Maneuver Captains Career Course Team Chief and Instructor, and Chief of Operations for Eastern Europe.

Military Expertise

Following the Army, Mike developed and ran modeling and simulation experiments in support of DARPA, NGCV CFT, and Soldier Lethality CFT. Most recently, Mike was a senior program manager leading development of an Optionally Manned Fighting Vehicle concept.

He holds degrees from West Point (BS), Auburn University’s Harbert College of Business (MBA), and the USAF’s Air University (MMOAS).

Transitioning to civilian life, William continued his service in the Pennsylvania Army National Guard while embarking on a new chapter as a Program Management Team Manager and Senior Military Analyst for SAIC

Today, as a Program Manager at PM13 Defense Solutions, William brings his wealth of experience and expertise to the forefront, guiding clients through complex defense initiatives with precision and foresight.

William Maloney

PM13 Program Manager

William (Bill) is a project and operations manager bringing his vast knowledge and experience in fires, C2, and test and evaluation to PM13. He’s served in a multitude of Field Artillery positions, in various locations both deployed and stateside.
Key Contributions:
Leadership

Upon completion of Basic Officer Leadership Course II (BOLC II) and the Field Artillery Officer Basic Course (FAOBC), was assigned to the 1st Heavy Brigade Combat Team (HBCT), 2nd Infantry Division at Camp Hovey, South Korea, serving as a Platoon Fire Direction Officer for Alpha Battery, 1st Battalion, 15th Field Artillery Battalion. Following this assignment, CPT Maloney deployed as a Task Force Fire Support Officer for the 3rd Battalion, Task Force Phoenix, 10th Combat Aviation Brigade, 10th Mountain Division to Operation Enduring Freedom XI in support of Regional Command East.

Services

Following his deployment to Afghanistan, he served in numerous Field Artillery positions while assigned to the 3rd Infantry Division, Fort Stewart, GA. He then served as a test and evaluation chair for numerous Artillery munitions and fire support platforms as well as the military subject matter expert supporting the ATEC Long Range Precision Fires Cross Functional Team Integrator.

Transition
After transitioning out of active service in 2021, William entered service in the Pennsylvania Army National Guard and went on to work as a Program Management Team Manager and Senior Military Analyst for SAIC.

Brandon Narodzonek

Brandon’s academic and professional undertakings, particularly in the development of connected and automated vehicle technologies, underscore his forward-thinking approach. His contributions to the Eco Approach and Departure application epitomize his dedication to energy-efficient innovations within the automotive sector.

Transitioning from a role as a Controls Engineer at Pilot Systems International to a pivotal engineering position at Keshik Mobile Power Systems, Brandon honed his expertise in powertrain design, controls engineering, and prototype development. Utilizing tools such as Matlab/Simulink, GT Power, advanced CAD, and big data analytics, he spearheaded the Mobility Integrated Product Team (IPT). His work ensured that design solutions not only align with the US Army Optionally Manned Fighting Vehicle (OMFV) specifications but also pushed the boundaries of technological and operational excellence.  His journey reflects a commitment to advancing the fields of conventional powertrains, hybrid electric propulsion systems, and autonomous vehicles through meticulous design, simulation, and testing.

At PM13 Defense Solutions, Brandon Narodzonek‘s role is pivotal in blending state-of-the-art Engineering Solutions with strategic defense imperatives. His journey from academia to industry leadership symbolizes the synthesis of technical skill, innovative thinking, and a commitment to enhancing defense capabilities through engineering excellence.

Brandon is our resident automotive and mobility engineering expert. Melandrei’s background includes eight years of experience in the operating room, after which she went on to specialize in cardiology caring for cardiac patients.

Melvin Jee is the powerhouse behind PM13 Defense Solutions systems engineering triumphs. A proud Texas A&M University alum, Melvin has etched his mark on the defense sector through his innovative work in tactical shelters and protective gear.

With a career spanning nearly four decades, Melvin retired as the Division Chief of the Engineered Systems Division at the Combat Capabilities Development CommandU.S. Army DEVCOM Soldier Center. In his role as Division Chief, he oversaw the development and initial deployment of the USAF’s F-35 new Deployable Debriefing Facility. He also collaborated with the US Army Medical Materiel Development Agency to develop a fully composite 2-sided, Expandable ISO Shelter for their field hospital. His leadership in developing a composite variant of the S-788 Lightweight Multipurpose Shelter (LMS) and the S-787 Standardized Integrated Command Post was instrumental in enhancing the operational capabilities of the High Mobility Multipurpose Wheeled Vehicle (HMMWV) used in roles such as the USMC’s Fire Direction Centers.

Melvin’s expertise doesn’t end there. His efforts with V Corps, III Corps, and 3rd Army in developing their Main Command Posts were pivotal. His vision also led to the emergency development of the US Army Central Command’s Deployable Command Post post-9/11, showcasing his ability to respond to urgent national security needs.

His innovative spirit is evidenced by two patents for a Modular Shelter System and advancements in command post setup and teardown times, including flexible LED lighting and inflatable antenna masts with embedded graphene antennae. Before tackling tactical shelters, Melvin made significant contributions to soldier protection, developing ballistic eye protection that has become a standard for warfighters.

Melvin is our in-house mechanical engineer and is a graduate of Texas A&M University. He retired from his position as Division Chief of the Engineered Systems Division of the Soldier Sustainment Directorate of the Combat Capabilities Development Command – Soldier Center.

He has been involved in the development and integration of Tactical Shelters since 1987 and has been leading this same team of engineers and technicians since 2004. He led the development of the S-788 Lightweight Multipurpose Shelter (LMS) and its derivative, the S-787 Standardized Integrated Command Post, for the High Mobility Multipurpose Wheeled Vehicle. He has worked with V Corps, III Corps and 3rd Army to develop their Main Command Posts all of which were comprised of multiple Army Standard Family ISO Shelters and, in the case of 3rd Army, also used several Modular Extendable Rigid Wall Shelters. His last major Command Post effort was with US Army Central Command in the emergency development of their Deployable Command Post shortly after 9/11. He has also overseen R&D efforts exploring the use of fiber reinforced plastic composites resulting the design of a nuclear hardened S-788 LMS and the development of an all-fiber composite Two-Side Expandable ISO Shelter whose technology is being used to extend the useful life of shelters fielded by the US Army Medical Command.

Prior to his work with Tactical Shelters, Mr. Jee worked in the Individual Protection Directorate for 4 years on laser and ballistic protection for the eyes and face using thermoplastic resins and dyes resulting in the initial fielding of ballistic eye protection which is now commonly worn by the warfighter.

Barbara’s journey in supporting wounded soldiers and their families began in Germany, where she played a pivotal role in coordinating volunteer efforts and providing essential support to military personnel at Ramstein Air Base and Landstuhl Regional Medical Center. Her dedication to service and compassion for others laid the foundation for her impactful contributions to the military community.

Transitioning back to the United States, Barbara continued her service as the Family Readiness Support Assistant (FRSA) for the 1st Battalion, 32nd Infantry Regiment at Fort Drum, NY. It was here that she met her husband, Michael Skok, further solidifying her connection to the military and her commitment to supporting service members and their families.

As the FRG leader for B Troop, 3-71 CAV, during her husband’s deployment to Afghanistan, Barbara demonstrated exceptional leadership and organizational skills, providing invaluable support to military families facing the challenges of deployment.

Beyond her military support roles, Barbara’s talents extend into the realm of digital media and artistry. Leveraging platforms like TikTok, she garnered a substantial following with her live art sessions, engaging over 400,000 fans with her innovative approach to creating art online.

Now, as the Head of Digital Media at PM13 Defense Solutions, Barbara brings her passion for creativity and storytelling to the forefront, driving the firm’s digital strategy and enhancing its online presence.
