As a combat veteran, Patrick played pivotal roles in both Afghanistan and Iraq, where his leadership and strategic acumen were instrumental in mission success. He served as Chief of Contracting, providing critical support for combat operations and reconstruction efforts, managing initiatives worth billions in construction, commodities, and services.

Justin Fisher

Chief Operating Officer
Pathfinder Profile:
Justin Fisher brings over 25 years of exemplary military service and a distinguished career in the Arkansas Army National Guard, holding positions from Infantryman to First Sergeant. His extensive experience in operational planning, training development, and marksmanship leadership has consistently driven mission success and empowered teams across complex operational environments.
Since beginning his service in 1999 with Charlie Company, 1st Battalion, 153rd Infantry Regiment, 39th Infantry Brigade Combat Team (IBCT), Justin progressed through various roles, including Team Leader and Staff Sergeant, and deployed twice to Iraq during Operation Iraqi Freedom II (2003–2005, 2008). His decisive leadership contributed to the cohesion and effectiveness of his units in the theater.
Transitioning to the 233rd Regional Training Institute (RTI) in 2009, Justin entered the AGR program, excelling as Senior Instructor, Course Manager, and Operations NCO. He managed certification programs for 11C Infantry courses and restructured the state’s Physical Readiness Training Event (PRTE) and Master Fitness Trainer programs, setting new standards in performance and readiness.
In 2017, he deployed to Kosovo as Plans and Current Operations NCOIC for 39th IBCT HQ, integrating strategic planning and operational execution. Following this, he served as Readiness NCO and acting First Sergeant, later joining the National Guard Marksmanship Training Center (NGMTC) as Senior Operations NCO and First Sergeant. There, he directed competitive marksmanship initiatives for all 54 states and territories, elevating national standards.
Justin holds a Bachelor of Arts in Communications from the University of Arkansas, as well as multiple associate degrees and a Master’s Graduate Certification in Strategic Communications from Liberty University. His professional military education includes the Master Leaders Course, Air Assault School, Battle Staff NCO Course, and Master Fitness Trainer Course, among others.
As Chief Operating Officer of PM13 Defense Solutions, Justin drives operational strategy and execution across the company’s portfolio. He leads cross-functional initiatives to optimize internal processes, manage strategic partnerships, and ensure delivery of tailored defense solutions. His leadership, rooted in military precision and strategic foresight, plays a vital role in scaling PM13’s impact across national defense landscapes.

Jim Blackburn

Brigadier General (R) Blackburn is the senior consultant for PM13 Consulting and also serves as the Board Director for Defience Systems Incorporated.

He previously served as the CEO of Keshik Mobile Power Systems, and the Executive Vice President of Mistral Inc. in Bethesda MD. Brigadier General Blackburn retired in 2017 after 31 years of Active Federal Commissioned Service as an Armor and Cavalry officer leading soldiers in war zones from every rank, Lieutenant through Brigadier General.

Ladd Shepard

Ladd Shepard’s Marine Corps career was marked by distinguished service, where his leadership and strategic insight were instrumental across a spectrum of critical roles. An Infantry and Light Armored Reconnaissance Officer by trade, Ladd’s operational deployment experience included a western Pacific Marine Expeditionary Unit, the United Nations Mission in Ethiopia and Eritrea, and multiple combat deployments in Iraq and Afghanistan, as well as an advisory deployment to the United Arab Emirates Presidential Guard Reconnaissance Command.  His exemplary tenure in the Marine Corps, from recruiting, training, and leading Marines in peace and war, to advising foreign partners in counter-IED, reconnaissance, and capability development, to serving in Headquarters Marine Corps as a capability developer and as the advocate for the Light Armored Reconnaissance community, to navigating crisis management at the highest levels during COVID, set a precedent for operational excellence and innovative problem-solving.

 

In his current role at PM13 Defense Solutions, Ladd leverages his subject matter expertise in mobility, armored vehicles, lethality, sensors, communications, test activities, logistics, and defense acquisition processes to support several clients navigate an optimum path through the complex defense industry and military acquisition landscape to provide warfighters what they need to dominate in future operating environments. As a contributor to a US Army Optionally Manned Fighting Vehicle (OMFV) team, Ladd deftly steered the Lethality Integrated Product Team to develop a revolutionary architecture for the lethality suite which enabled the reduced crew to sense, make sense, and affect the operating environment more rapidly while autonomously managing large data sets to enable cooperative engagements and provide situational awareness across the common operational picture. His stalwart leadership ensured project deliverables met, or exceeded, the rigorous performance specifications demanded by the US Army. His adept management skills, deep understanding of military requirements, and technology awareness drive the team’s success in strategic business initiatives.

Ladd is a retired Marine Corps lieutenant colonel who has been consulting within the Defense industry since his military retirement in 2021.

His strategic acumen has consistently driven innovative outcomes for clients and stakeholders.
As Co-Founder and Chief Operations Officer of Guardian’s Fortress, Chris played an instrumental role in developing groundbreaking software platforms that streamline security inspection processes for K-12 schools, colleges, universities, large churches, and hospitals. This digital approach to security inspections has enhanced risk mitigation and strengthened security measures, showcasing Chris’s commitment to innovative problem-solving.

Thomas Landy

Thomas Landy, Chief Technology Officer at PM13 Defense Solutions

 

Thomas (Tom) Landy serves as the Chief Technology Officer at PM13 Defense Solutions, bringing a wealth of experience and leadership to the team. Tom’s distinguished 33-year career at the Detroit Arsenal supporting the United States Army began during Operation Desert Storm as a materials engineer at the Ground Vehicle Systems Center, where he worked on advanced materials and supported readiness initiatives for the combat and tactical vehicle fleet.

In 2002, Tom transitioned to the Program Executive Office, Ground Combat Systems, where he spent the next 22 years working on and leading premier ground combat vehicle programs. His efforts delivered capabilities designed to engage and destroy enemies effectively. Tom was a critical member of the leadership teams for the Future Combat Systems and Ground Combat Vehicle programs, collaborating with industry and senior Army leadership through key technology development phases and Department of Defense milestone decisions.

In 2014, Tom became the Deputy Project Manager for the Armored Multi-Purpose Vehicle (AMPV) program. As the senior civilian of the organization, he led the program through development, achieving a low-rate initial production milestone that modernized combat capabilities by replacing the Vietnam-era M113 Armored Personnel Carriers. Tom’s final duties included Deputy Project Manager positions for the Mounted Armored Vehicle organization (AMPV and Bradley Fighting Vehicle Systems) and the Self-Propelled Howitzer Systems organization (M109A7 Paladin Integrated Management and Extended Range Cannon – Artillery efforts).

Tom is a dynamic and collaborative leader, well-versed in programmatic cost/schedule/performance management and strategic/tactical organizational planning and execution. His extensive experience and strategic vision make him a valuable asset to PM13 Defense Solutions. Outside of his professional endeavors, Tom is a devoted father of two, balancing his career with family interests and a love for the outdoors and golf.

Steve Howson

PM13 Senior Lethality Engineer

Steve is a proven leader with over 35 years of defense and aerospace industry experience with increasingly senior management roles with several OEM contractors.

Melvin Jee

Melvin Jee is the powerhouse behind PM13 Defense Solutions systems engineering triumphs. A proud Texas A&M University alum, Melvin has etched his mark on the defense sector through his innovative work in tactical shelters and protective gear.

With a career spanning nearly four decades, Melvin retired as the Division Chief of the Engineered Systems Division at the Combat Capabilities Development CommandU.S. Army DEVCOM Soldier Center. In his role as Division Chief, he oversaw the development and initial deployment of the USAF’s F-35 new Deployable Debriefing Facility. He also collaborated with the US Army Medical Materiel Development Agency to develop a fully composite 2-sided, Expandable ISO Shelter for their field hospital. His leadership in developing a composite variant of the S-788 Lightweight Multipurpose Shelter (LMS) and the S-787 Standardized Integrated Command Post was instrumental in enhancing the operational capabilities of the High Mobility Multipurpose Wheeled Vehicle (HMMWV) used in roles such as the USMC’s Fire Direction Centers.

Melvin’s expertise doesn’t end there. His efforts with V Corps, III Corps, and 3rd Army in developing their Main Command Posts were pivotal. His vision also led to the emergency development of the US Army Central Command’s Deployable Command Post post-9/11, showcasing his ability to respond to urgent national security needs.

His innovative spirit is evidenced by two patents for a Modular Shelter System and advancements in command post setup and teardown times, including flexible LED lighting and inflatable antenna masts with embedded graphene antennae. Before tackling tactical shelters, Melvin made significant contributions to soldier protection, developing ballistic eye protection that has become a standard for warfighters.

At PM13, Melvin Jee continues to apply his unmatched expertise and innovative thinking to develop solutions that not only meet but exceed the demands of modern warfare. His work is a testament to the power of engineering in shaping the future of defense and ensuring the safety and effectiveness of our armed forces.

Melvin Jee

Senior Systems Engineer
Melvin is our in-house mechanical engineer and is a graduate of Texas A&M University. He retired from his position as Division Chief of the Engineered Systems Division of the Soldier Sustainment Directorate of the Combat Capabilities Development Command – Soldier Center.
Key Contributions:
Services & Experiences
He has been involved in the development and integration of Tactical Shelters since 1987 and has been leading this same team of engineers and technicians since 2004. He led the development of the S-788 Lightweight Multipurpose Shelter (LMS) and its derivative, the S-787 Standardized Integrated Command Post, for the High Mobility Multipurpose Wheeled Vehicle. He has worked with V Corps, III Corps and 3rd Army to develop their Main Command Posts all of which were comprised of multiple Army Standard Family ISO Shelters and, in the case of 3rd Army, also used several Modular Extendable Rigid Wall Shelters. His last major Command Post effort was with US Army Central Command in the emergency development of their Deployable Command Post shortly after 9/11. He has also overseen R&D efforts exploring the use of fiber reinforced plastic composites resulting the design of a nuclear hardened S-788 LMS and the development of an all-fiber composite Two-Side Expandable ISO Shelter whose technology is being used to extend the useful life of shelters fielded by the US Army Medical Command.
Awards

He has been awarded two patents for a Modular Shelter System and, prior to retirement, developed and pushed concepts to improve the setup and teardown times of command posts such as flexible LED lighting for tents and inflatable antenna masts with embedded graphene antennae in order to support the PdM Command Post Integration and Infrastructure program.

Previous Roles

Prior to his work with Tactical Shelters, Mr. Jee worked in the Individual Protection Directorate for 4 years on laser and ballistic protection for the eyes and face using thermoplastic resins and dyes resulting in the initial fielding of ballistic eye protection which is now commonly worn by the warfighter.

Phil Coker

Brigadier General (Retired) Phil Coker brings over 32 years of distinguished service in the U.S. Army and extensive leadership within the defense industry to PM13 Defense Solutions. As a former Armored Cavalry Officer and Operations Research/Systems Analyst, Phil has served in key leadership roles both in the U.S. and globally, showcasing exceptional expertise in combat operations, strategic analysis, and military innovation.
Phil’s military career culminated in his role as Director for Capabilities Development at the U.S. Army Futures Center, where he identified and resolved critical Army capability gaps, leading to the successful deployment of multi-million-dollar systems that bolstered operational readiness. His tenure also included serving as the Assistant Division Commander for a 16,000-soldier Infantry Division in South Korea and significant contributions during operations in Grenada, Panama, and the Gulf War.
Transitioning to the defense industry, Phil demonstrated impactful leadership at Northrop Grumman, overseeing four production facilities across the U.S. and U.K., and successfully managing contracts exceeding $1.5 billion. His innovative approach to hardware integration, robotics, and C-UAS solutions established new benchmarks for production efficiency and strategic partnerships.
Phil served as CEO of EOS Defense Systems USA, leading the development and production of Remote Weapon Stations and global satellite-based communications. He retired from that position in May ’24.  He is currently the President of Heartspur Group LLC, a defense consulting firm specializing in Leader Development and connecting small to mid-sized businesses with U.S. government opportunities.
Phil’s educational background includes a Bachelor of Science from the United States Military Academy and an MS in Systems Management from the University of Southern California. He also holds a Certificate in Executive and Leadership Coaching from the University of Texas, Dallas.
